@Fokhrul Islam The maxim is based on the measure of wisdom. Man is supposed to listen to everyone and speak very less. In a few words, Polonius counsels Laertes to listen to everyone. He wants him to be open and curious about other people. He encourages Laertes to understand better what others are thinking and feeling, more so than to try to make his own voice known.
